When a property is accepted into the REAP program, that property is assigned to two Outreach Contractors. A tenant Outreach Contractor is assigned by HCIDLA, and is one of the five Outreach Contractors noted below. The role of this OC is to conduct a site visit and to offer an advisory opinion to HCIDLA prior to the closure of the REAP case. The other Outreach Contractor is us, The Eberly Company. Our role is the landlord Outreach Contractor, and we are here to assist you with the process.
Owners
The Eberly Company, as the landlord Outreach Contractor works with owners to assist them with the REAP program, including assistance in getting their repairs done and the property signed off.
Tenants
The Outreach Contractor works with tenants to advise them of their rights, make site visits as necessary, and to encourage them to pay rent into the REAP escrow account.

The Outreach Contractor is an essential piece of the puzzle in closing REAP cases.
